U.S. Packaging Machinery Market Grows, Canada Holds Steady Amid Labor and Policy Challenges

The U.S. packaging machinery market expanded to $11.3 billion in 2024, with growth forecast at a modest 2.2% for 2025, according to the latest Packaging State of the Industry infographic released by PMMI, The Association for Packaging and Processing Technologies. Canada’s market, valued at $1.2 billion last year, is projected to see near-flat growth of 0.8%.

The report highlights how machine buyers are prioritising practical solutions to efficiency challenges, despite ongoing labour shortages, higher equipment costs and policy uncertainty in the U.S. market. Manufacturers are increasingly turning to servo-driven systems, automated changeovers, and equipment capable of handling both traditional and emerging packaging formats.

Labour remains one of the most pressing issues. While artificial intelligence, automation and data collection are positioned to help ease workforce constraints, PMMI noted that many companies are more interested in near-term, floor-level applications. Investment in workforce development is becoming an essential part of corporate strategy.

Predictive maintenance has yet to see widespread adoption. According to PMMI, high implementation costs and reliance on existing preventive routines are slowing uptake. “Some OEMs report progress in manufacturing efficiency when predictive systems are integrated into a human-machine interface with simple, actionable alerts,” the report found. Preventive approaches continue to appeal to end users as they offer greater control over costs and downtime.

Sustainability remains a key driver, though shifting priorities reflect the tension between environmental goals and operational pressures. At the same time, tariffs and evolving U.S. government policies are injecting volatility into investment decisions.

PACK EXPO Las Vegas 2025, which runs from 29 September to 1 October at the Las Vegas Convention Center, is expected to draw 35,000 professionals from more than 40 market sectors. The show, marking its 30th anniversary this year, will feature over 100 educational sessions and the latest packaging and processing technologies.
