Packaging specialist Tosca has launched a new series of expert-led webinars aimed at helping businesses prepare for sweeping changes in packaging legislation across the European Union and the United Kingdom. The initiative comes in response to the imminent implementation of the EU’s Packaging and Packaging Waste Regulation (PPWR) and Extended Producer Responsibility (EPR) frameworks, both of which are expected to reshape packaging compliance and strategy for years to come.
The inaugural session featured a panel of Tosca executives, including Laurent Le Mercier, President EMEA; Karin Witton, Global Head of Sustainability; and Lisa Buchholz, Business Development Director Europe. Together, they offered a blend of regulatory interpretation, sustainability insight and operational guidance tailored for brands, producers and retailers navigating the evolving legislative landscape.
“The future of packaging is recyclable and reusable,” was a key message emerging from the session, alongside a clear call to action: “businesses must comply, compete, and differentiate.”
Reuse becomes a legal imperative
Under the proposed PPWR, all packaging placed on the EU market will need to meet stricter recyclability requirements, while certain formats must meet binding reuse targets. This marks a significant shift from voluntary environmental initiatives toward legally enforceable frameworks. Simultaneously, the EPR approach intensifies the financial and operational burden on producers, making them responsible for packaging throughout its entire lifecycle — from design to post-consumer recovery.
This dual pressure is expected to increase compliance costs for companies relying on disposable or mixed-material packaging. Conversely, systems designed around reuse, recyclability, and durability will be incentivised through reduced fees, longer product cycles, and operational efficiencies.
Tosca noted that while some early movers are adapting their operations and supply chains accordingly, “many businesses are still assessing the implications.” The company warned that delays in response could erode both compliance standing and competitive position, particularly in markets where sustainability performance is increasingly scrutinised by consumers, investors and regulators alike.
